SP web version countdown

In a SilverPlatter message on a different subject, there was a reference to
the end of Webspirs 3.1.  This is the version we here at Yale have referred
to as the "web version" vs. the "java version".

After a thorough review of the situation we have reached
the difficult decision to stop supporting WebSPIRS 3.1 by
the end of 2001.

All of you out there with links to the "web version" may want to begin the
process of gradually making that choice less prominent, or withdrawing the
3.1 links altogether.  As Andy has said eloquently before about the "java"
(4.3) version: "Since the Orbis and full text journal links only appear on
this version, I would think we would want to point our users to it."
