silverlinker to kluwer

SilverLinker has now been set up to link to the Kluwer journals.

We haven't announced the availability of the Kluwer journals package yet,
mostly because they are proving a little difficult to easily dump into our
online journals weblist.  There are also ~700 of them, which also means
that cataloging will happen over time.

But in the meantime, they've been added to the SilverLinker file-- which
means they will show up as links to fulltext when users do SilverPlatter
searches.
